The verification requirement comes as a response to malicious uses of OpenAI's products, such as activities by groups in North Korea and potential IP theft by DeepSeek. To address concerns of security, OpenAI has blocked access to its services in China since last summer due to similar concerns.

OpenAI has emphasized their commitment to security and responsible AI usage. In the past, they have published reports detailing efforts to detect and mitigate misuse of their AI models. This includes limiting data exfiltration which was attempted by a group linked to DeepSeek in 2024, reportedly for training purposes.
