Trump’s order halted the Protecting Americans from Foreign Adversary Controlled Applications Act, which was enforced during President Joe Biden's last hours. TikTok previously initiated Project Texas to host US user data with Oracle as a mitigation step, which had been under negotiation with CFIUS before stalling.

The company went offline for a few hours before resuming service after Trump’s announcement. Meanwhile, China indicated openness to creating a deal with the US that respects Chinese regulations yet supports the continuation of TikTok’s operations, avoiding a forced sale.
